Alyssa’s Law is state-based legislation addressing the issue of law enforcement response time when a life-threatening emergency occurs. The law calls for the installation of silent panic alert technology (SPAT) that is directly linked to law enforcement so if an emergency occurs, responders will get to the scene as quickly as possible. The legislation is primarily intended to enhance the safety and security of students and staff in schools but is useful in any environment.

The SIP Call Button connects the user to law enforcement during critical emergencies while triggering a silent but visual alert via multicast to strobes. When the button is pushed, a call will be made to a pre-set phone or extension number, playing a stored audio message signaling help. This technology is compatible with most VoIP systems for seamless integration.
Alyssa’s Law has passed in New York, New Jersey, Florida, Texas, and Tennessee. The legislation is currently in progress in Pennsylvania.

SPAT Funding Resources
Until legislation is passed in PA, there are no grants/state funding for SPAT yet. However, there are other funding opportunities for general school safety.
- Use the SchoolSafety.gov’s Grants Finder Tool to search for federally available school safety-specific grants.
- The Pennsylvania Commission on Crime and Delinquency (PCCD) announced in January that up to $14,511,000 was available to eligible nonpublic schools to address school violence and school mental health. While the solicitation period for this opportunity ended at the end of February, individuals can subscribe to receive notifications when new funding opportunities are available through PCCD.
